Sacramento Self Help Housing collaborates with Project SentinelLegal Services of Northern California (LSNC), and California Apartment Association (CAA) to provide telephone counseling and dispute resolution services for Unincorporated Sacramento County, City of Sacramento, Rancho Cordova, Elk Grove, and Citrus Heights residents.

The Tenant Advisors will deal directly with concerns regarding landlord-tenant disputes and help refer fair housing issues to the appropriate agency.

Property Related Tenant Services is a new Sacramento County funded SSHH program. Its focus is on housing individuals and families that are currently living in a place not meant for human habitation and high users of systems resources. Below is a brief program description. 


What's the goal of PRTS?

The goal of PRTS is to help individuals and families who lack suitable and sustainable housing, whether they are living in a shelter, couch surfing, a vehicle, the park, the sidewalk, or on the river, to have a safe decent sanitary place to call home. By providing them a home, program participants will be able to work with their case managers to assist in obtaining the help they need to heal their wounds, whether physical or mental, obtain a source of income, gain the necessary skills to take over their own rental lease, and sustainably pay rent, utilities, and other expenses. 

We currently have 124 client households who are permanently housed in our PRTS department and we have many other households who are on their way to permanent housing.


How is PRTS funded? 

PRTS is funded by the County of Sacramento.


What is the referral process into PRTS 

The Department of Human Assistance receives referrals (client’s) from a variety of agencies including, the County Jail, Behavioral Health Services, Adult Protective Services, Child Protective Services, Public Defenders office, CalWorks, Hospitals, and other partners. The clients are high users of the systems resources.   


How do we find housing? 

SSHH's Housing Procurement Specialist finds housing partners through various apartment communities, property management groups, individual landlords, and investors who will either work with the client directly in providing them a lease or master lease with SSHH. "Master lease" is SSHH's process of leasing a property for a client. Wherein SSHH is the applicant and the tenant and the client is the subtenant.   


The clients are housed, what’s next? 

SSHH then continues to monitor and assist the client either directly or through their case managers to keep them in compliance with the lease/house rules. If the housing is not a good match for the client we will relocate the client to more suitable housing and provide the moving service to the new location.

What is HART?

HART (Homeless Assistance Resource Team) is a network of nonprofits dedicated to organizing passionate individuals in support of the local homeless population. Knowing that homelessness transcends municipal lines, SSHH organizes individuals, churches, small businesses, and partner agencies to garner resources for the homeless in communities like Elk Grove, Carmichael, Citrus Heights, and Midtown Sacramento. Though each HART group is their own independent 501(c)3 organization, all groups are founded on the principle that developing a community of support is the best way to assist those most vulnerable. 



Where is HART?

Today, there are 9 HART groups in existence. Elk Grove, Citrus Heights, Rancho Cordova, Folsom, Carmichael, Arden Arcade, North Sacramento, South Sacramento, and Midtown. Each one of these HART groups is an independent organization working to identify local issues related to homelessness, while also proposing solutions and acting as a medium for community members to give back, and fight for the local vulnerable population.

Though each HART group is independent, many of the groups have similar goals to address the needs of their communities. Below are a few of these successes.

  • Winter Shelter - 5 of the HART groups operate a rotating winter shelter during the coldest months of the year. Folsom, Elk Grove, Carmichael, Citrus Heights, and Rancho Cordova HARTs collectively house 200+ homeless individuals per night.
  • Transitional Housing - Elk Grove, Carmichael, and Folsom operate transitional houses for homeless individuals and families. Each of these houses work with SSHH to transition the recently homeless onto a path of sustainable, safe, affordable, and permanent housing.
  • Navigation Services - All of the HART groups work with SSHH’s homeless navigators to identify and house the local homeless. Many of the HART groups arm their navigators with bus passes and other supplies to aid in their outreach work.
  • Respite Center - Midtown HART hosts a weekly respite center. The Respite Center is a place where homeless community members can warm up, get water, coffee, and a snack, and connect with service providers. 
  • Parking Lot Shelter (PLS) - North Sacramento HART provides a parking lot shelter for homeless community members sleeping in their cars. The PLS is a model adopted from Oakland and Los Angeles where community members have a safe space to park overnight and eat dinner and breakfast.   
  • Community Events - All of the HART have yearly networking and resource fairs to help the homeless in their communities. For example, Carmichael HART has a backpack donation drive, Citrus Heights hosts a Student Connect resource fair for homeless students in the San Juan Unified School District, and Folsom prepares meals and hygiene kits for those living on the street.

HART was started as a way to engage the local community and bring much-needed services to the suburban areas of Sacramento County. Today the need for these services transcends municipal lines. In 2019 HART expanded to Arden Arcade, North Sacramento, South Sacramento, and Midtown. In 2020, HART is expected to expand to Fair Oaks/Orangeville and West Sacramento.

Who We Lease From 

Various individual homeowners, brokers, property management companies, and investors. 

Benefits of Leasing to SSHH

  • Landlords are guaranteed rent payments always paid in full. Rents paid are based on Fair Market Rent for the county where the home is located. Rent payments are made in full regardless of the occupancy level.

  • Your lease is solely with our agency, SSHH. Our Executive Director signs each lease. We have been doing this successfully since 2006, and currently, lease over 200 homes.

  • SSHH is a long term tenant. That means - no turnover costs.

  • SSHH is responsible for screening all participants of the program and, when needed, executing leases.

  • SSHH assumes all responsibility for any participant caused damages.

  • SSHH has an onsite house leader that lives at the property to ensure maintenance issues are reported promptly.

  • SSHH has a rental housing services department to address repairs and inspect properties at least twice a year.

  • SSHH has a case management team that visits the house at least weekly and ensures participants’ compliance with the house rules and leases.

How Does Leasing to SSHH Work?

  • Leasing to SSHH means that the owner of the rental property receives one monthly rent check from the tenant (SSHH) regardless of occupancy levels. 
  • As the tenant, SSHH takes care of day-to-day operations, property management, participant-caused damage and participant selection. This is worry-free leasing! 
  • Leasing to SSHH benefits local governments, businesses, and providers by expanding much-needed affordable housing.
